Work Safety Initiative Proposal

Introduction

This document establishes a unified corporate procedure for determining the goals for ensuring industrial safety, labor protection , compliance with environmental standards , developing and implementing on their basis relevant plans in this area (hereinafter – the Procedure). The terms and concepts used in this document take into account the existing international experience in ensuring industrial safety and security , labor and environmental protection and (hereinafter – Industrial Safety). The procedure extends to all Managing Companies (hereinafter referred to as the MC), certain Business Projects (hereinafter referred to as the BPP) and enterprises under their management (hereinafter referred to as the enterprises) that are part of the structure of the ABC Group of Companies (hereinafter – the Group ).

Description of the Initiative

The main objective of the definition, objectives in the field of industrial safety, labor protection and compliance with environmental standards is to define long-term (strategic), long term-term and short-term (current) system management decisions to prevent emergencies at the enterprises of the Group, to prevent (reduce) injuries, environmental safety.

The strategic goal of the Group in the field of Industrial Safety is: to create a corporate culture of safe work that intolerant of any incidents at work and their prevention in order to achieve full compliance of the activities and enterprises with the requirements of the Group’s Policy in the field of industrial safety, labor protection and ecology. It is important to have a sustainable reduction in industrial injuries and severity of the consequences of emergencies, accidents and incidents. It is important to elimination of the harmful impact of the results of production activities on the environment and strengthening of the image and social responsibility of the Group for the implementation of the Policy in the field of industrial safety, labor protection and ecology.

Expected Benefits

In the long term and short term, the Group’s objectives in the field of Industrial Safety are:

  • a gradual reduction in the number of work-related injuries, accidents and incidents;
  •  mitigation of the harmful impact of the results of production activities on the environment;
  • an extremely complete identification of existing risks, as well as their systematic minimization or elimination;
  • with the certification of the existing industrial safety management systems of enterprises in accordance with the requirements of the OHSHAS 18001: 2007 Standard;
  • Continuous coverage of the activities of the Group’s companies and enterprises in the field of Industrial Security in the central and regional media for the continuous strengthening of the Group’s image

Organizational Roles

Corporate/Top Management

In order to achieve the set goals, in each business project, the Industrial Safety Plan (hereinafter referred to as the Plan) is developed and approved by top management for a period of at least 2 years, based on which each enterprise develops its own Plan. During the year, the corporate control the progress of its implementation and the timeliness of the adjustment. Activities that require investment costs are to be financed for the next year. Such activities should be developed well in advance, within the time frame set for the preparation of the enterprise’s investment plan and must be agreed with it. When preparing plans, the following information should be used policy of the Criminal Code in the field of industrial security. Information on requirements of the procedures of the corporate industrial safety management system should be used.

Goals should be set by the corporate for prior periods and the results achieved to achieve them. The indicators of the performance of the enterprise should be considered (its subdivisions) in the field of industrial safety and the observed trends in the values ​​of these indicators. The presence of cases of industrial injuries, accidents, incidents, as well as negative impact on the environment should be considered. Risks that may lead to harm to human health, the production process, the environment, the property or reputation of the enterprise should be considered. Persistent (repetitive) problems in the field of industrial safety and management decisions, applied to their elimination should be solved. Offers of the trade union organization and workers of the enterprise on improvement of working conditions should give. Instructions of state control and supervision bodies and opinions of other interested parties

The main requirements that the Enterprise Plan must meet are:

  • A clear and clear definition of the planned activities and the expected results of their implementation;
  • Measurability: the definition of criteria for assessing the implementation of planned activities;
  • Reach ability: the possibility of practical implementation of planned activities and their focus on improving industrial safety;
  • Reasonableness: the planned activities should ensure achievement of the established objectives for industrial safety;

Terms and responsibilities:

  • The definition of specific deadlines for the implementation of activities and individuals (units) responsible for their implementation

Employees of enterprises should be aware of:

  • On the activities included in the Plan of their enterprise and scheduled for implementation in their subdivision;
  • On the results of these activities

Departmental Management

With a view to efficient and operative solution of the issues of industrial safety management, including by ensuring the participation of the top managers of the business projects and enterprises in the development of the Plans, their timely consideration, approval and adjustment are set up:

  • Defines the policy in the field of Industrial Safety;
  • sets goals for enterprises;
  • Plan and recommend for approval by the first manager of plan;
  • but shows the persistent (repetitive) problems;
  • Values the achievement of the goals set;

It recommends to the first managers of the proposals on allocating resources for the implementation of investment programs of enterprises and regulates disputes.

Managers responsible for industrial safety, labor protection and ecology provide the work of the Committee, as well as:

  • plan and organize the implementation of industrial safety programs and in the enterprises they manage;
  • implement the development and implementation of enterprise-specific requirements for industrial safety;
  • provide the necessary assistance to the heads of enterprises and ensure the interaction of the members of Committee;

Allied Health Employees/Staff

Staff assures adoption and implementation of the rules by the staff, building a system in which people observe safety rules in daily practice. Assure the transformation of the employees of occupational safety, industrial safety and environmental protection from assistants and consultants for production units and management of the company. Based on the results of the study, HSE staff received recommendations on how to strengthen their influence in the team in particular, to conduct joint raids with the workers in the workshops.

Conclusion

Control over achievement of the set goals and implementation of the plans carries out: the Criminal Code by the head of the structural unit for industrial safety and at the enterprise the head of the service (Director for Industrial Safety, Labor Protection and Ecology, Chief Engineer, Technical Director) appointed by the First Head of the enterprise. In order to monitor the achievement of the set goals and the implementation of the Plans it is necessary to review the progress of achieving corporate goals and progress in the implementation of the Plans  Regularly. Every month, through the managers of the structural units, prepare and send to all interested managers of business projects and business leader’s summary information on the results of the activities carried out. Similar measures to monitor the achievement of goals and the implementation of plans should be carried out directly at enterprises or in separate business projects. At the same time, on a quarterly basis and at the end of the year, consider the results of work at the meetings of the Committee on Industrial Safety.
