Ethical Decision

The ethical committees (EC) (in some cases bioethics committees) are, in modern conditions, the most important structure for complying with various normative acts adopted at the international level in the field of bioethics. For the disaster plan, this Ethics Committee is called upon to promote and contribute in every possible way to strengthening confidence, consolidation, and partnership between nurses (and all medical workers) and patients, to seek consensus through objective and principled discussion of morally complex situations. Ethical committees consider all issues related to the observance of the general principles of humanism, morality, and biomedical ethics. The methodological foundations of the activities of the national committees are theoretical guidelines – biomedical ethics and international documents on public control over the observance of human rights in accordance with the Declaration and the International Charter of Human Rights.

The global trend in the development of modern health care, biomedical technology, and research is now inseparably linked to the control over the observance of ethical norms and human rights. This control is carried out with the help of institutionalized social structures and technologies along with a system of humanistic liberal values, ensuring the observance of individual human rights and freedoms in the field of biology and medicine. Thus, mechanisms are being created to protect the rights of citizens against the negative consequences of applying modern biomedical technologies, including the development of ethical codes, and laws, increasing the responsibilities of medical professionals and biologists, and expanding their social responsibilities, not only at personal, but also legal levels.

For a disaster plan, my role is to make every effort to provide the patient with the necessary medical care in extreme conditions. As a nurse I should not resort to euthanasia, nor should anyone be involved in its execution, but must alleviate the suffering of patients who are in a terminal state by all available, known, and authorized methods. The issue of cessation of resuscitation, especially in cases where there is no encephalographic evidence of a complete cessation of brain activity, should be resolved collegially if possible. The nurse should assist the patient in exercising his right to use the spiritual support of a minister of any religious denomination.
