Research Review

To determine the state of poverty in the country, statistics make selective measurements, covering approximately 95,000 household addresses throughout the country. Thus, all statistics on poverty in the US should be considered, allowing for a certain error. Conducting a survey for another sample is likely to yield slightly different levels of poverty, but close to a statistical error.

With regard to the overall state of affairs, the poverty level in the United States declined after 1959 throughout the 1960s until 1969. After this period of continuous improvement in the welfare of the poorest segments of the population in the United States, it fluctuated – it increased or decreased depending on the economic cycle. Since 1971, poverty rates in the United States have fluctuated between the lows of 11.1% and the maxima of 15.1%. This demonstrates the certain stability of the social model achieved. The poverty minimums in the USA are noted: in 1973 – 11,1% and in 2000 – 11,3%. Peaks of poverty indicators fall in 1983 – 15.2%, in 1993 – 15.1% and in 2010 – 15.1%. Thus, poverty levels in 1973 and 2000 show the lowest rates in the US over the past half-century, that is, they are the most prosperous years in terms of the welfare of the US mass society. But the welfare of the United States has its own logic. For example, during the period 1979-2007, the aggregate income of 1% of the richest families grew by 275%, while in 20% of America’s poorest families, incomes grew by only 18%.

Usually, poverty indicators in the US peaked in the last year of the recession or immediately after it. They lag behind the leading positive economic indicators, such as, for example, new housing construction. The poverty indicator lags behind or lags behind positive changes or positive trends in the economy. This is how it is now. First, the economic recovery was observed in the United States in 2013, and the annual poverty indicators began to decline with some delay after reaching a peak of 15% in 2010-2013 only in 2014. Now the US is in a phase of economic recovery, which began before the beginning of poverty reduction. In 2016 and 2017, unemployment in the US was at its lowest point in 16 years. The employment indicator is directly correlated with the poverty indicator.

Now about the current situation. According to the statistical report of the Census Bureau of September 2017, in 2016, approximately 40.6 million people, or 12.7% of the US population, had incomes that were officially below the official poverty line. But the statistics for 2016 indicate a certain reduction in poverty and a reduction in the number of poor in the US compared to 2015 – 43.1 million people, or 13.5% of the population.
